Judging criteria clarification needed

I am a little unsure about the second judging criterion, is more complex the better? or less complex the better?

    IMHO, a project that utilizes a single technology won't be scored as high as one that utilizes multiple, assuming everything else is equal.

    I'm basing this only my own experience as a software developer. I am a contestant, not a judge.

    There is probably a limit to how much increased complexity will increase the score.
